I'm not sure what you mean by this, I don't think whistling is a transpoing instrument

Well, the whistling sounds an octave higher than written, so I was wondering if this was the range as it is written with the special clef, or the range we would hear it as.

I honestly doubt it matters. If you write it all in the treble clef he would just whistle it in the register he can. I don't know how well he reads music/understands the conventional terminology...like if you wrote 'un piu poco agitato'...so were it me, I'd write the instructions in english to be on the safe side. But I'll be he'd adapt it to suit his technique.
