If you are just using the library to monitor your writing or have someone else get the idea of how it sounds (as opposed to serious mock-ups) then GPO for Sibelius is pretty good. Of course, it's not perfect but particularly if cost is a factor then the GPO is a pretty good deal. I agree with you that the sounds that come with Sib. are not that great although I just upgraded to Sib. 5 which has more sound options that I haven't yet expored.

I have all the major libraries, VSL, EWQLSO, Sonivox, Broadway Big Band, GPO Strings and even the old Vitous, and Siedlaczeck as well as the smaller ones. Yes, they can sound fabulous if you take the time with them but they are very expensive and, unless you are not writing professionaly, you have to ask youself if you really need them. When I'm writing, I just use the GPO for Sibelius and find it is quite adequate.
